สมาคมอาสาสมัครบรรเทาสาธารณภัย แห่งประเทศไทย ได้ก่อตั้งมาตั้งแต่ปี พ.ศ.2518 โดยมี พันเอกพระเจ้าวรวงศ์เธอ พระองค์เจ้าอนุสรณ์มงคลการ
เป็นนายกสมาคมคนแรก ปัจจุบัน พล.ต.ต. ม.ร.ว.เจตจันทร์ ประวิตร เป็นนายกสมาคม

ก่อนจะเล่าถึงภาระกิจของทางสมาคม ข้าพเจ้าจะขอกล่าวถึง คำว่า อาสาสมัคร แปลกันตรงตัวแปลว่า สมัครใจที่จะอาสาสมัครเข้ามารับใช้ โดยไม่ได้มีการจ้างวานแต่ประการใด สิ่งใดที่เราทำด้วยด้วยความพึงพอใจ ทำด้วยแรงศรัทธาไม่ได้มีการบังคับขู่เข็ญ แรงศรัทธาเป็นเรื่องสำคัญ พวกเรามีแนวความคิดร่วมกันอยู่อย่างหนึ่งคือ ต้องการช่วยเหลือพี่น้องร่วมชาติในการรักษาชีวิตและทรัพย์สินประชาชน คำว่าบรรเทา แปลว่า ทุเลา ทำให้ทุเล่า ผ่อนคลาย สงบ เช่น บรรเทาทุกข์พวกเรามีข้อยึดถือในใจอยู่อย่างหนึ่งว่า ความทุกข์ของท่าน คือความทุกข์ของเรา
เมื่อเกิดเหตุเพลิงไหม้ ทางศูนย์วิทยุกรุงเทพ ซึ่งประสานการปฏิบัติงานกับศูนย์วิทยุของกองบังคับการตำรวจดับเพลิง จะได้รับแจ้งเหตุเกิดเพลิงไหม้ ทางศูนย์จะส่งวิทยุไปยังหน่วยอาสาสมัครฯ ที่อยู่ใกล้ที่เกิดเหตุที่สุดให้ทำการตรวจสอบ เมื่อได้ผลประการใดจะวิทยุแจ้งเข้าศูนย์กรุงเทพ หากเกิดเหตุเพลิงไหม้จริง ทางศูนย์จะวิทยุเรียกหน่วยต่างๆ ในเขตเดียวกันให้มาช่วยเหลือ

การปฏิบัตหน้าที่ของอาสาสมัครแต่ละคนประสิทธิภาพในการทำงานไม่แพ้เจ้าหน้าที่ตำรวจดับเพลิง เพราะทุกคนต้องผ่านการอบรมหลักสูตรการดับเพลิงมาแล้ว ประกอบกับประสพการณ์สูง และความร่วมมืออันเกิดจากการฝึกร่วมระหว่างหน่วยต่างๆ ประจำเดือน จึงช่วยงานของทางตำรวจดับเพลิงได้อย่างรวดเร็ว และได้ผลแม้นว่าที่เกิดเหตุจะอยู่ในซอยเล็กๆ ก็สามารถจะไปถึงต้นเพลิงได้อย่างรวดเร็ว เพราะรถดับเพลิงของพวกเราเป็นรถขนาดเล็ก และขนาดกลาง จะได้ว่าตั้งแต่มีหน่วยอาสาสมัคบรรเทาสาธารณภัยแล้ว จะเห็นแต่ข่าวเพลิงไหม้เล็กน้อยเท่านั้น และสามารถระงับควบคุมเพลิงได้ในวงจำกัดอย่างรวดเร็ว
หลังจากกองหน้าดับเพลิงไปแล้ว การจัดระบบงานของทางสมาคมยังมีกองกลางตามติดไปคือหน่วยให้ความช่วยเหลือ ติดตั้งระบบไฟฟ้า โดยเครื่องปั่นไฟ เมื่อเพลิงสงบหน่วยสุดท้ายที่จะตามคือ มูลนิธิป่อเต็กตึ้งจัดตั้งเต้นท์แจกอาหาร ยารักษาโรค และเครื่องนุ่งห่ม พวกเราจะทำงานจนเสร็จภาระกิจโดยไม่เกี่ยงกัน ทำงานโดยไม่หวังผลประโยชน์ตอบแทน นั่นคือ แรงศรัทธาเพราะเราคืออาสาสมัครบรรเทาสาธารณภัย แห่งประเทศไทย

ที่ทางสมาคมอยากจะเรียนให้ท่านทราบ คือภาระกิจของพวกเรา หลายท่านคงจะเข้าใจว่าบรรเทาสาธารณภัย คือช่วยเหลือดับเพลิงอย่างเดียว แต่ที่จริงการช่วยเหลือดับเพลิงคือกิจกรรมอันหนึ่งเท่านั้น ในปัจจุบันประเทศที่มีประชากรหนาแน่น อาจจะเกิดสาธารณภัยได้หลายอย่าง เช่น แก็สระเบิด, ตึกถล่ม, สัตว์ดุร้ายทำอันตรายประชาชน, อุบัติเหตุรถชนกัน, รถไฟชนสถานีหัวลำโพง, เรือโดยสารล่ม , โป๊ะจมน้ำ สิ่งต่างๆ เหล่านี้ที่เป็นหน้าที่ความรับผิดชอบของหน่วยบรรเทาสาธารณภัย กองกับการที่ 5 กองบังคับการตำรวจดับเพลิง ก็คือ หน้าที่ของพวกเราด้วย
การปฏิบัติงานของพวกเราปัจจุบัน นอกจากจะร่วมกับกองบังคับการตำรวจดับเพลิงแล้ว พวกเรายังร่วมกับมูลนิธิป่อเต็กตึ้ง และมูลนิธิร่วมกตัญญู ในด้านการติดต่อทางวิทยุมือถือ ซึ่งนับว่ารวดเร็วมาก พวกเราร่วมกับมูลนิธิป่อเต็กตึ้ง ในการจัดอาหารแจกจ่ายให้ประชาชนเมื่อเกิดเหตุเพลิงไหม้ ช่วยเหลือผู้ป่วย ส่งโรงพยาบาล

ส่วนวัตถุประสงค์ตามหลักการของแต่ละหน่วยคือ
1.เพื่อช่วยลดภาระรัฐบาลในการช่วยชีวิต ป้องกันควบคุมบรรเทาสารณภัยที่เกิดขึ้น
2.เพื่อเป็นศูนย์กลางในการเชื่อมความสามัคคีการประสานงาน การร่วมกิจกรรมบรรเทาสาธารณภัย
3.เพื่อส่งเสริมความรู้ ความสามารถ ประสบการณ์ เกี่ยวกับการป้องกันระงับอัคคีภัยให้กับประชาชนในท้องถิ่นใกล้เคียง
4.เพื่อเทิดทูนดำรงไว้ซื่ง ชาติ ศาสนา พระมหากษัตริย์
5.ไม่เกี่ยวข้องกับการเมือง

พวกเรามีคำปฏิญาณตน คือ
1.ข้าพเจ้าพร้อมที่จะเสียสละ ชีวิตเลือดเนื้อเพื่อประโยชน์สุขของประชาชน ประเทศชาติและราชบัลลังค์
2.ข้าพเจ้ามุ่งกระทำแต่ความดี ละความชั่ว เพื่อเกียรติอาสาสมัครบรรเทาสาธารณภัย
3.ข้าพเจ้าจะปฏิบัติหน้าที่ด้วยความมานะ อดทน ซื่อสัตว์ สุจริต โดยมิหวังสิ่งตอบแทนใดๆ

ปัจจุบันพวกเรามีขอบเขตการทำงานทั้ง เขตเหนือ เขตใต้ และเขตธนบุรี โดยจัดแบ่งเป็นหน่วยๆ
เขตเหนือ มีทั้งหมด 39 หน่วย
เขตใต้ มีทั้งหมด 40 หน่วย
เขตธนบุรี มีทั้งหมด 38 หน่วย
รวม 117 หน่วย

แต่ละหน่วย มีอาสาสมัครบรรเทาสาธารณภัยอย่างน้อย 50 คน มีรถดับเพลิง พร้อมอุปกรณ์ในการดับเพลิงครบ จัดวางกำลังสับเปลี่ยนกันตลอดเวลา 24 ชั่วโมง
ภาระกิจที่สำคัญอีกประการของสมาคม คือ การจัดอบรมสาธิตการป้องกันอัคคีภัย ให้ความรู้กับประชาชนในอาณาเขตใกล้เคียงกับหน่วยของตน และให้ความร่วมมือกับทางราชการ กรมตำรวจในการจัดการอบรมสาธิตและป้องกันอัคคีภัย

 
Public Disaster Relief Volunteer Association of Thailand, Colone-His-Execellency Serene Hiighness-Anusorn Mongkolkarn was the first Chairman while at the present is Police Major General His Excellency M.R.Chetchand Pravitra was established in B.E.2518 (1975)

Before describing the association's duty, myself, I would like to define the word 'Volunteer," which has the meaning to those whom serve the public with their willfulness, prefernce is so important that we have our mutual ideal to help protect their lives and property of people throughout the whole nation and to help protect the domain public of state. "Public Disaster" means any happening that causes great harm or damage to a large constellation of people such as conflagration, flood, etc.,whereas "Relief" means to ease,abate, and calm the above mentioned "Public Disaster" We have one motto on our mind that "Your anxiety is ours, too"

Whenever the event of fire has been Occurred,the bangkok radio Centre (B.R.C) in Co-operation with the Radio Center of Police Fire Brigade Devision shall receive the event and the B.R.C. shall relay to the nearest Relief Volunteer Group (R.V.G) to check up on it and after having recieved the true report by R.V.G, B.R.C shall radio the event to all B.R.C.s in near area to put the fire out.
Apart from monthly joint training among our R.V.G.s and his experiences,each volunteer had passed the course of firefighting, therefore his efficient capability is as much as a firepoliceman. Our co-operation with Police Fire Brigade Division is so rapid and efficient,although the event of fire was occurred in narrow lane or sub-lane,that we obtained to put it out within the limit time in the past,especial in the small case of firefighting, because we have both small and intermediate of fire engines.

After the vanguard dealing with the fire,then the reserves is in duty to set power or generator up and the renowned rearguard, Por Tesk Tueng Foundation,shall contribute food medicine and clothes under the plastic-roof-tent.Till we reach our aims, we shall work without contending, hire, and also with faithfulness because we are public Disaster Relief Volunteer Association Of Thailand.
Our duty is to tackle public disasters which is no only firefighting but also including gas-explosion,building-collapse,harms from firece animals cars-cash,train-collided with Bangkok station,vessels and pontoon sink, etc., these public disasters are always occureed in densely populated contry Public Disaster of Relief Unit to 5th Superintendent Section of Police Fire Brigade Division has its direct duty to deal with all the above called disasters but it is also our duty too.

Aside from the co-operation with police Fire Brigade Division,we also coordinates with Por Tesk Tueng Foundation in many ways of operation such as to contribute foods for the fire victims, bring sick persons to hospital. Nowadays the communication among us regularly users walkie-talkie for our rapid operation.

Each Relief Volunteer Group has its primary aims as the Followings.
1.To help reduce the goveernment's duty for saving lives, to relieve and control public disasters.
2.To be the center of unity coordination and cooperation activities for ralief public disasters.
3. To promote knowledge, capability,and experience of firefighting for the perple in vicinity.
4. To maintain our nation,religion,and His majesty the King.
5. Do not involve politic.

Our passwords are ad the following.
1. I ready to sacrifice my life for the useful happiness-purpose of people, the country,and the Throne
2. I set my mind on making goodness and abandoning badness for the honour of Public Disaster Relief Volunteer
3. I shall operate my duty with preference, endurance , honest,and faithfulness,however, without any repayment.

At the present, our 3 regions of operation which are Noth Bangkok, South Bangkok, and Thonburi, can be divided into Relief Volunteer Groups(R.V.G.) where.
Noth Bangkok has the total of 39 R.V.G.s.
South Bangkok has the total of 40 R.V.G.s.
Thonburi has the total of 38 R.V.G.s.
Net 117 R.V.G.s.

Each R.V.G has at least 50 volunteers and fire engine with firefighting equipments and materials. Those volunteers could reshuffle around the clock.
Two of all our impotant duties are to demonstrate firefighting for the people around R.V.G.s. and associates with the Royal Thai Police Department for its training and demon strative course of firefighting.
